NHS Arden & GEM

Location: Derby

Job Title - Senior Buyer Transactional Procurement

Start date - asap

Temp hourly rate - £11.76/hr rising to £12.74/hr after 12 weeks

Duration -5 months initially

Role Type: Full Time working 37 hours per week Monday to Friday

Role Overview:
To Support the Senior Transactional Procurement Manager to develop and maintain a coordinated approach towards procurement and contract management for Arden and GEM CSU and 21 CCGs, seeking value for money, relationship and performance management of suppliers and offering advice on all of the CSU/CCG transactional purchasing and contract activity.

As the ideal candidate, you will have:
- procurement experience
- be IT literate, especially excel/spreadsheets
- confident phone manner
- able to handle queries and forward on to the correct department
- good organisational skills
- able to analyse multiple sets of data to meet current/future needs

Desirable:
- oracle

The role requires the successful candidates to carry out, but not limited to, the following:
Manage a team of procurement staff, manage the ongoing analysis, review and management of spend data, identification of new contractual opportunities and update of transactional procurement rolling work plan
Understand EU compliant procurements including where appropriate both the establishment of framework agreements for use by the CSU/CCGs utilisation of existing framework agreements ensuring compliance with the terms of all such frameworks
To ensure all expenditure is undertaken in line with NHS England Standing Financial Instructions and CCG constitution documents.
Set up and manage in conjunction with the procurement team online catalogues on the Oracle e-procurement system to support the day to day requisitioning of goods and services.
Set up and management of supplier contracts utilising appropriate terms and conditions of contracts and appropriate schedules

- The role is office based with occasional travel to Arden and GEM CSU internal and external customers across a wide geographical area required. Although working from home is currently in place due to COVID-19
- Excellent IT skills will be required for this role.

- The role is for 5 months - possibly extending, Monday to Friday, 9am to 5pm, 37hrs per week at £11.76/hr.
