The post holder will be part of a dynamic team delivering an effective service, supporting staff across the public health system. Working within the Medical Directorate and across NHS England supporting the development of appropriate commissioning strategies, processes and protocols to deliver the public health functions agreement Section 7a programmes and improvements in public health outcomes.
The role of the Public Health Central Commissioning team is to:
Work with Department of Health (DH) to negotiate the annual Public Health Functions Agreement (Section 7a) and ensure it is effectively implemented
Work with and support local NHSE public health commissioning teams in the development and delivery of the 7a programmes to improve quality of services and improve Public Health outcomes
Work with Public Health England (PHE) to lead, manage and develop existing programmes described in the agreement
Plan and implement new PH programmes in liaison with PHE, including approving feasibility of policy and developing programme approaches in direct commissioning to transfer commissioning responsibilities
Liaise with the network of Heads of Public Health Commissioning and Screening and Immunisation Leads, and other key stakeholder networks
Provide programme and project management support to screening and Immunisation programmes and other associated Public Health programmes.
Provide assurance to DH, and support the Public Health Oversight Group to give assurance to the NHS England Board, in accordance with the S7a agreement and NHS England internal assurance mechanisms
