Commercial Officer - Health Education England

Location -
Remote Working
Pay Rate -
£16.79ph rising to £20.49ph after 12 weeks in the assignment
Length of assignment-
6 Months (Potential for extention)
Monday - Friday (9-5) 37.5 hours per week (Flexible working hours)

About the Role:
The Commercial team sits within the finance directorate and is part of the HEE national finance systems team. Supporting the Senior Procurement and Commercial Manager, the Commercial Officer will maintain and develop HEE national policy relating to procurement, ensuring a standardised approach across one HEE. The Commercial Officer will ensure that all staff undertaking procurement activities are supported in the procurement process and will act as a key point of contact with HEE staff for procurement support and advice

  • Able to provide and receive highly complex, sensitive, or contentious information
  • Skills in category management and full end to end procurement lifecycle
  • Ability to build and maintain a variety of constructive relationships with a broad range of internal and external stakeholders
  • Liaise with other Managers to share procurement best practice and enabling managers to understand the relevance of a procurement process to their business needs
  • Able to effectively manage a team and plan and co-ordinate the delivery of a broad range of complex procurement tasks or programmes

Experience Required:

  • IT digital experience
  • Public sector procurement experience
  • Atomis system experience
  • Specialist knowledge across a range of procedures and practices
  • Demonstrated experience of co-ordinating procurement projects in complex and challenging environments
  • Significant experience of successfully operating in a politically sensitive environment with diverse stakeholder input
  • Experience of drafting procurement briefing papers and correspondence at senior management level
  • Experience of chairing effective meetings through building agendas and providing structure
  • Experience and understanding of evaluating and measuring procurement perform
  • Experience of taking information from a number of sources e.g finance systems / colleagues and provide analysis, summary and options within detailed report information
