Job Description

We are looking for candidates to join our client the NHS Digital in a Contract Support Officer position - This role will focus on supporting the contracts team, dealing with administration duties.

If you have experience working in procurement/contract management or similar positions this may be the role for you

Location: Wellington Place, Leeds city centre - Hybrid model or working from home the majority of the week and maybe working in the office 1 day a week - You will need to be local to Leeds
Contract length: end of March 2022 - most likely will be extended subject to performance and business requirements
Pay £12.74

Qualifications

Essential

Educated to degree level (or equivalent qualification/experience)

IACCM or equivalent professional qualification and / or evidence of equivalent level of experience



Desirable

Advanced level of MS Office Applications particularly Excel

Contract Management

Knowledge of basic features and elements within a Contract backed up by practical experience of Contracts in working environment

Awareness and understanding of contract management processes and experience of using them.

Ability to use contract information systems to analyse contract performance and ability to monitor progress against objectives or contractual obligations.

wareness and understanding of formal contractual variations, and ability to effectively plan for variations and set clear objectives, ensuring that VFM is achieved.



Design and Review of Contracting and Transactional Structures



Good knowledge of different contract types and their benefits/disbenefits for various business scenarios.

Experience of being involved in contract negotiations and has an appreciation of the significance of different terms



Sourcing

Understands current government procurement policy requirements and can apply policy and EU rules in procurement activity.

Has good knowledge of the procurement lifecycle and understands that project planning and management techniques should be applied to procurement projects.

Recognises the need to involve legal expertise in preparation of the contract and has experience of doing so.



Commercial and Procurement Legal Concepts

Understands basic contractual and procurement legal concepts.



Desirable

Knowledge of NHS organisations

Public sector experience

Large scale project environment experience

Ability to communicate effectively to a range of stakeholders on a limited range of commercial and technical matters

Able to gain and maintain the trust, confidence, commitment and collaboration of others to deliver a commercial requirement.

Able to contribute and advise on commercial positions on a limited range of matters in order to deliver business objectives.

Have specific skills and areas of knowledge relating to the contracts and IT programmes.

Has knowledge of some of the core principles of the contract and a working knowledge of the relevant schedules within the contract.

Able to demonstrate a high attention to detail.



Commercial Analysis



Able to perform structured analysis across the range of domains in order to respond to non-simple problems.

Able to construct end to end analysis structures and execute against this in order to respond appropriately to complex problems.

Able to review and assure highly complex analytical responses to significant commercial business problems.



Supplier Relationship Management



Can establish effective working relationships with peers in supplier organisations as part of governance processes.

Able to work with senior internal colleagues in establishing appropriate governance and review mechanisms along with expected behaviours for successful supplier relationship management.

Can liaise with suppliers regarding

regarding contract performance metrics as part of an agreed measurement approach.

Awareness of supplier capacity, delivery capability, geographic coverage, market and supply situations which may impact on service delivery.

Commercial Negotiation

Understands the need for effective negotiation to achieve project or programme goals.
