EO Decision Maker - Reunion and Returns - Resettlement, Asylum Support and Integration

Summary

Resettlement, Asylum Support and Integration (RASI) is part of the Asylum and Protection group and was established in January 2017. We work closely with colleagues across the Migration and Border system, the wider Home Office and partner organisations to deliver our core functions.

RASI are involved in a wide range of work, including operational case-working, project and contract management, stakeholder engagement, briefing and correspondence and much more. We are a team of over 700 people, with colleagues working in locations throughout the UK. The directorate's main responsibilities include the dispersal and support of adult asylum seekers and asylum-seeking families; and the operational delivery of the UK's resettlement offer for refugees.

Resettlement and Transfer Operations forms one part of RASI and works with partners to safely resettle and transfer vulnerable families, adults and children to and across the UK. It delivers the UK's resettlement, relocation and integration schemes for refugees and other migrants, and co-ordinates the safe transfer to the UK of asylum-seeking children (UASCs) and other asylum seekers where appropriate.

Resettlement and Transfer Operations is taking over responsibility for family reunion (FR) decision making, under which close relatives of those with refugee status/humanitarian protection are entitled to apply for a visa to join them in the UK. This is an exciting area of work that is new to the RASI portfolio. Responsibility for FR work falls within the Reunion and Returns team.

The Reunion and Returns team has two main functions:

Firstly, to make decisions on all visa applications submitted in relation to FR ensuring that we work with our customers and stakeholder to provide a high quality and efficient service. FR is a high volume fast paced area of work which attracts a lot of interest from stakeholders.

Secondly to conclude all remaining transfers agreed under the Dublin Regulations including the completion of any ongoing or new legal challenges and to deliver the UKs commitment set out in (current and any newly negotiated) bilateral agreements related to the transfer of asylum applicants in Europe.

The post holder will be working in a fast-paced government department to tight deadlines. You will be required to consider large amounts of information, formulate clear and measured arguments and write letters on behalf of the Secretary of State explaining your decision. All decisions must be made in line with Home Office policy, guidance and with reference to relevant country information and case law.


Key Responsibilities:


The specific tasks, responsibilities and accountabilities of the post holder will include (but are not limited to):

- Carry out case working functions in order to make decisions on entry clearance or asylum transfer applications within the relevant decision making frameworks, adhering to all requirements of the Operating Mandate;
- To produce entry clearance or asylum transfer decisions in line with Home Office policy and guidance and with reference to approved source of country information and relevant case law;
- Conduct where appropriate, entry clearance interviews to the required Home Office standard ensuring that all information necessary to make an appropriate decision is obtained;

- To keep up to date with current country guidance and case law and if necessary seek the advice of a senior caseworker;
- Develop specialist knowledge of legislation and policy and escalate more complex issues to senior colleagues or senior caseworkers;
- Due to the sensitive nature of the work, candidates will be required to demonstrate excellent communication skills (both written and oral), emotional resilience; an understanding of the needs of vulnerable adults and children and adhere to the Home Office obligations to safeguard children and vulnerable people;
- To meet an agreed annual performance target. Your performance will be monitored on a monthly basis.
- Work to strict daily workload allocation and tasking; seeking advice where barriers are encountered;
- Adapt to changing priorities and manage caseload accordingly, escalating where appropriate;
- Update IT management systems accurately in line with compliance and audit procedures and within the agreed timeframes;
- Liaise with internal and external partners to meet joint objectives;
- Work positively with stakeholders and corporate partners when representing the Home Office/ UKVI;
- Proactively manage professional development;

- Challenge negative behaviours and promote inclusivity.
