You must hold a British passport and be able to pass a Counter-Terrorism Check to be considered for this position.

Short Summary:

The Foreign National Offender Returns Command (FNORC) has a clear strategic objective; to protect the public by considering, concluding and where appropriate removing FNOs from the UK, and to actively monitor and manage FNOs released into the community pending deportation.

These roles will be based within FNORC Leeds and are part of an exciting new unit of caseworkers and managers. You will be part of a team responsible for considering the deportation of foreign nationals who have committed criminal offences. You will manage each case through the relevant processes, taking timely and accurate action, to resolve barriers or conclude the case. This is an exciting, dynamic, and fast paced environment with new challenges being faced daily.

Job Description:

As an EO staff member within FNORC you will:

* Examine a range of complex information required to make decisions on cases in a timely manner, with an ability to explain clearly, verbally and in writing how a decision has been reached.

* Make quality, well-reasoned and timely decisions at all stages, using feedback from the Quality Assurance Framework to inform your learning and development goals.

* Complete priority actions and progress cases to conclusion or deportation as quickly as possible, following relevant policy and guidance.

* Actively participate in monthly performance and well being check-ins, team meetings and group discussions, sharing best practice and lessons learned, taking responsibility to complete agreed action points.

* Ensure detention under immigration powers is lawful, adhering to relevant policy and guidance, while considering individual circumstances and vulnerabilities, and providing regular (no less than monthly) notification to the detained FNO.

* Ensure FNO's released into the community are supervised in line with bail conditions with timely progression on their case to conclude or remove.

* Ensure data accuracy on all Home Office case working systems and databases.

* Work collaboratively and collegiately with internal and external stakeholders.

* Draft complex pieces of work, including responses to litigation, correspondences, and requests for information. Promote and participate in a positive inclusive team culture, working collaboratively with colleagues in my team, command and across FNORC to improve performance and operational excellence

Responsibilities:

As an EO within FNORC you will be part of a team progressing cases within the unit. Depending on your role you may be required to determine claims raised in the deportation process, ensure cases are effectively progressed and conduct detention reviews which consider an individual's vulnerabilities. Other roles involve management and HR responsibilities with responsibility for managing workload efficiently in line with key performance indicators and statutory deadlines.

You will recognise that your decisions will be life changing, you will be expected to see 'the face behind the case' and be mindful of the Windrush lessons learnt review. The decisions you make will be well written, timely and able to stand up to judicial scrutiny. In practise, you will make use of excellent English language writing skills, an analytical mind, and have an eye for the finer details which enable you to draw key conclusions from many varied and detailed sources of evidence.

You will be a strong team player working collaboratively with your colleagues at all levels. You will participate in monthly performance and well being check-ins, team meetings, and understand the FNORC's priorities and how they fit into the wider Home Office vision. You will behave in an inclusive and supportive manner, appreciating the diversity of your colleagues.

This is a high profile and challenging role centred around operational delivery and risk mitigation. The successful candidate will be an effective communicator with the ability to process, retain and explain complex information.

* Effective analytical and problem-solving skills; an ability assess complex information from a variety of sources to draw conclusions.

* Time Management; can manage own workload to meet deadlines and balance conflicting priorities with the ability to adapt and react to changing circumstances
