Job Description

Health Education England - Financial Services Manager

Location: Leeds

Hours: Monday - Friday 9-5 (37.5 hours)

Pay: £16.97ph rising to £19.89ph

This is a temporary position with the possibility for extension dependant on business funding

The role is a key member of the financial systems team and will manage the delivery of core finance processes ensuring that HEE effectively carries out its statutory functions including, accounting, compliance to standing orders and SFIs and DHSC reporting requirements.

The role:

  • Ensure good management of the financial ledger in particular the operation of all AP/AR processes to support the integrity of HEE's balance sheet ensuring reconciliations are performed and reviewed monthly.
  • Ensure HEE's key targets/KPI's in the related Finance activities are achieved.
  • Primary contact point with NHS SBS, our shared service provider, in relation to specific business area and ensure associated contractual obligations are met.
  • Act as key link with business managers to identify improvements to increase transactional efficiencies within HEE, managing the implementation of associated process changes.
  • Lead HEE's Agreement of Balances (AoB) process for Debtors/Creditors and liaison with Income/Expenditure agreements and support the delivery of internal/external reporting deadlines.
  • Deliver related finance training as part of a regular programme to both finance staff and budget holders.
  • Management of staff on a day-to-day basis to ensure the provision of an efficient, high quality and customer-focused service.
  • Lead the recruitment process for new/replacement staff within the team and ensure staff are appropriately developed, trained and appraised to perform their duties
  • Contribute to the monthly and annual financial accounts process and continuously review processes to ensure maximum efficiency and delivery of internal/external reporting deadlines.
  • Provide input to the cashflow monitoring process to ensure sufficient funds available to make payments on a timely basis.
  • Review and authorise payment runs for BAC's, RFTs (transfers), cheques, ad-hoc payments
  • To support with ad-hoc project work as required
  • Primary contact for NHS Government banking Service (GBS) banking services

Essential Skills/experience required:

  • Educated to post graduate level or equivalent level of knowledge of working at a similar level in Finance
  • Good communication skills written and verbally
  • Team work skills
  • Managerial experience
  • Comprehensive knowledge of financial systems & financial accounting principles, techniques, and tools
  • Use own initiative
  • Able to manage own workload
  • Specialist understanding of NHS finance Frameworks, understanding best practice, and public sector finance regulations
  • Demonstrated experience of co-ordinating finance projects in complex and challenging environments
  • Significant experience of successfully operating in a politically sensitive environment with diverse stakeholder input
  • Experience of the annual accounts process and related correspondence at senior manager level
  • Experience of implementation of a financial system
  • Experience of chairing effective meetings through building agendas and providing structure
  • Experience of taking information from a number of sources e.g. finance systems (Oracle/Excel/BI/) colleagues and provide analysis, summary and options within detailed report information
  • Experience and understanding of evaluating and measuring finance and KPI's.
  • Experience of liaising with Internal & External auditors
