Higher Executive Officer - Finance/Budgeting
Job Description -
Budgets and finance role We are looking for a resilient self-starter who is able to work with minimal supervision. They will be able to work collaboratively and with confidence with a wide range of internal and external stakeholders and work with and influence senior people. They will have a very good level of Excel skills and proficient all round IT skills. Some experience in budget or portfolio management would be a desirable element in this role.
Key responsibilities include:
o Management of the Financial Lifecycle in the Group including monthly, quarterly forecast returns and yearly budget commissioning
o Assisting and actioning strategic business planning o Carrying out pro-active risk assessment and reporting o Producing financial and business data o Dealing with various ad-hoc reporting requests relating to budgets and management information o Providing DD's with financial and budgetary support, creating forecast templates and reporting on current and future staff positions
o Assisting with Business Cases by providing relevant data and information o Facilitating Work Force Planning preparation and discussions o Actively monitoring and reporting Staff in Post against set Budgets o Completing Monthly, Quarterly and Annual returns to central government Finance o Certifying and Monitoring Invoices o Assisting in recruitment, from identifying recruitment needs in other teams (legal and business management) to sitting on EO interview panels as and when required Essential Criteria o The ability to manage, interpret, analyse and present complex information, from various sources including MI and other data o Intermediate to advanced level of competence with Microsoft Excel.
Whilst Power BI will be used more in the future for Timesheet Reporting, a lot of the core documents and reports are still Excel based o Project Management and/or proven planning, resource allocation, organisation and monitoring skills
o Demonstrating flexibility and meeting tight deadlines o Stakeholder management, internal and external to the Department and working well with others from different professional backgrounds o Being able to challenge the status quo to change and improve systems and processes for the benefit of a wider community.
