Job Description

My public sector client based in Lichfield is looking for a Higher Executive Officer, to support their Joint Medical Group Finance Workforce, who specifically are responsible for workforce approval regarding recruitment and workforce changes within the organisation. This is a temporary on-going assignment Monday to Friday paying £16.48 p/hr, full time 37.50 hours a week

The successful candidate will be expected to provide middle management support. Some responsibilities will include preparing high-level correspondence, interpreting and reporting complex data, resolving problems or responding to complex enquiries. You will need to be able to manage the workload of a team or section and be able to liaise with internal and external stakeholders at senior level building and maintain these relationships. You would need to have good knowledge of and experience in using Microsoft Office, management experience in an office environment and excellent communication skills both oral and written.

You will report in to the Workforce Finance Manager, and there are key tasks and deliverables that you will be either responsible for or be required to contribute to: you must be able to triage a group mailbox to ensure e-mails and embedded business cases are appropriately prioritised and actioned or assigned to other team members where/if appropriate. Within the framework of delegated authority, you will need to process instructions and checklists, evaluate business cases and determine the outcomes of them, or make recommendations to the approving authority if these fall outside the scope of personal authority. You will need to evaluate each business case which will involve research on funding status and associated data on the position affected, application of the factors for consideration from the guidance and process, collaboration with stakeholders to ensure all required information is available and verified, to enable sound judgement on the appropriateness, affordability and value for money of the proposed action.

The role will require consistent and timely updates of the Workforce business case register and workbooks (Excel) to record outcome and further actions, clear communication of the decision to stakeholders and prompt maintenance of audit trails with archiving (SharePoint) of relevant documents. You will also need to contribute to team updates and knowledge sharing to improve planning and continuous improvement.

The successful candidate must have proven experience and be confident in the use of MS Office applications (particularly Outlook & Excel), strong stakeholder engagement, clear and concise communication, strong analysis and sound decision making. Experience of investment/similar decisions, workforce planning, financial analysis or forecasting would also be required.

Please note that this role will require a clearance to be in place before commencing the assignment, which could take up to 6 weeks to process.

Due to social distancing measures this role is currently working from home but you will be required to be on site once the office is open and able to accommodate staff.
