Job Description

We have an exciting and rewarding opportunity vacancy in the Resettlement Category which is part of the Rehabilitation Services portfolio at the Ministry of Justice. Around half of all crime is committed by people who have already been through the criminal justice system. The category aims to reduce re-offending rates and improve the resettlement prospects of offenders including maintaining and improving family ties whilst they are in prison.

The Resettlement team covers a range of services, including but not limited to;
* Resettlement Services within Prisons
* Prisoner, Family and Significant Other Services
* Pregnancy, Mother and Baby Units
* Older Offender Services
* Restorative Justice Services
* Kitchen & Restaurant Training Programmes

HMPPS Grants:
* Innovation
* Women's Core Costs and Funding
* Strategic Grants: Emotional Support to Prisoners in Distress, VCSE Infrastructure Support, National Prison Radio, Circles of Support

Key Responsibilities

Assistant Commercial Managers have an opportunity to create real difference and contribute to public service, with the associated development exposure this brings. Key responsibilities include:

* Supporting end to end sourcing/grant activity including pre-procurement activity, requirements definition, strategy development, market engagement and producing the invitation to tender pack (including specification, technical and financial evaluation and contract drafting)
* Assisting contract implementation and management activity, working closely with stakeholders to deliver mobilisation, performance management, contract variation and exit activity
* Analysing market, spend and performance data and presenting this to support commercial activity and reporting requirements
* Leading on collaborative commercial opportunities, working with other government departments
* Managing communication or escalation of issues from customers, predominantly in prisons
* Ensuring compliance with governance, legislative and policy requirements as appropriate
* Supporting the response to any Freedom of Information Requests or Parliamentary questions


Person Specification
Essential Criteria:
* Experience working in a commercial environment for example, procurement, contract management, category management or supplier relationship management environment
* Experience and evidence of developing excellent stakeholder management skills
* Excellent written and oral communication skills
* Ownership of tasks / projects from initial stages through to completion
* Excellent organisational skills to ensure tasks are completed on time with the appropriate information.
* Ability to manage multiple competing actions, prioritising according to business criticality

Desirable Criteria:
* Working knowledge of Procurement Systems, e.g. Oracle (ERP) and/or Jaggaer (Bravo)
* Awareness of public sector procurement legislation


Most importantly we are looking for people with the right personal qualities: enthusiasm, energy and pro activity, able to work under their own initiative while being flexible and adaptive to a demanding environment.

Pay rate - £11.45

Full time - Monday to Friday

Post holder must attend the office 2 days per week. Can work from home on the other 3 days of the week. (This is the arrangement that has been in place since covid and is subject to change).

Occasional travel to Leeds/Manchester for staff meetings may be required. This would not be frequent and if required the train tickets would be covered by the MoJ.
