Job Description

A new opportunity has become available with one of our Clients that works for the Government. They need an HR Officer (Resourcing Officer), the pay rate is £13.77 an hour, it will be a temporary assignment for approximately 6 months, with the possibility to extend to a year; Monday - Friday; currently remotely (however, the successful candidate must be flexible) - sometimes he/she will be asked to go at the office.
The HR Team provides people management support across UKEF which includes transactional work, pay and budgets, recruitment, learning & development, HR advice and HR management information, consultation with the Trade Unions and staff consultation and engagement.
About the Role
Working within the HR Team and specifically the Resourcing function the role of the HR Officer (EO) is to support both the Senior HR Advisor (SEO) and Head of Pay and Resourcing (Grade 6) to ensure the resourcing function deliver an end-to-end resourcing strategy in support of the wider UKEF business and aid delivery of the Operational manpower plan.
The HR Officers role is to liaise with stakeholders across the business and provide advice and guidance on the recruitment process and outline an appropriate attraction plan to support the delivery of any staff. The HR Officer is responsible for the complete end to end recruitment life cycle from attraction, selection, offer management and on-boarding.
Main Activities
Resourcing
" To support the delivery of an efficient, high quality and compliant recruitment service within UKEF.
" Accurately and efficiently manage and maintain HR Information System to capture all recruitment activity.
" Work collaboratively with other HR colleagues including HR Operations/Payroll & Learning & Development ensuring that any changes or updates are communicated correctly.
" Provide advice and guidance to hiring managers ensuring they fully understand the resourcing process, assisting with any queries throughout their campaign(s), whilst managing expectations.
" Produce candidate packs and upload jobs onto the Civil Service Jobs applicant tracking system (WCN).
" Liaise with and manage candidates throughout the recruitment process.
" Invigilate recruitment test/exercises where appropriate.
" Monitor both personal and the recruitment in-box to ensure all e-mails are responded to promptly.
" Liaise with other Government Departments on transferees to ensure correct information is received.
" Partake in recruitment meetings by sharing knowledge, providing advice, and making decisions.
" Use effective judgement when negotiating offers to new joiners based upon policy guidelines and parameters set by Head of Resourcing.
" Prepare and produce interview papers and setting up interview rooms.
" Ensuring where costs are being incurred, that the appropriate Procurement policy is followed, and approval is obtained from the Head of Resourcing.
" Ensure that all recruitment campaigns are compliant and in-line with the CS Recruitment Principles.
Employee Induction
Responsible for weekly inductions for all new employees and where appropriate non-payroll staff.
" Undertake inductions for all new employees, ensuring any questions are answered and that Induction material is current and up to date.
On-Boarding - Contracts / Referencing and Security checks
" Ensure all contracts of employment which are issued are accurate.
" Upload new joiners on to the HR system and ensure both employee records and payroll records are accurate.
" Undertake appropriate referencing and on-boarding checks and ensure HR hold the necessary documents to satisfy the security requirements for the department/HM Treasury.

Experience
" In-house Recruitment Experience (1-2 years)
" EO/ HEO experience
" Great verbal and written communication skills
" PSR experience (desirable)
