Procurement Partner

Tempoary role Type for 4 months
Indicative annual Salary and per hour - £17.95 per hour
Proposed Start Date - ASAP
Client Location - Wigan (There will be a requirement for travel between Warrington and Oldham, and on occasion into the Salford office)

Do you have public sector procurement knowledge and experience? Are you a talented buyer with an excellent track record of delivering procurement projects looking for your next career move?

We are looking for a new team member for this great opportunity in our onsite team at Bridgewater Community Healthcare Foundation Trust. We need a bright, confident communicator with great relationship management skills and an innovative approach to delivering procurement to assist the Senior Procurement Partner. You will use your extensive sourcing skills with original thinking and ingenuity to deliver an excellent procurement service to the client and delivery the Trust work plan.

You will also represent NHS SBS as a progressive, proactive and responsive partner that generates procurement solutions by working collaboratively with stakeholders to influence choice; prioritise change; deliver savings, process improvements and product standardisation while driving costs down and quality/service up.

Key responsibilities
- Work in a project management style to lead a range of procurement and commercial activities that improve value for money
- Develop effective sourcing strategies and work with the NHS SBS Strategic Sourcing and Operational Procurement functions to carefully coordinate and manage both internal and external requirements and objectives
- Have knowledge of Public Contract Regulations, procurement best practice and NHS strategies allowing effective project management of a portfolio of OJEU exercises, quotes and tenders
- Perform an OJEU/tender/quotes process, ensuring all steps and documentation in line with legal thresholds, Trust SFIs and NHS SBS Strategic Sourcing contract award governance processes
- Develop and deliver strategies against specific targets ensuring that customer stakeholders are able to understand these
- Analyse and provide information on goods and services identified to enable informed procurement decisions to be made by the customer
- Be well informed of local and national initiatives and understand commercial markets to provide exemplary negotiation skills and secure the best value for money
- Ensure customer contract compliance, pursuing procurement excellence through the implementation of efficient and effective procurement projects within key markets
- Develop and present procurement ideas and proposals to the customer to persuading customer staff, colleagues and service users of the NHS SBS service as to their relevance and importance
- Influence customers and colleagues to cultivate an inclusive approach, driving customer engagement and support of procurement initiatives
- Develop and deliver supplier relationship protocols and key messages, perform contract review meetings and monitoring where appropriate
- Contribute to the maintenance of supplier catalogues and other sources of information which will assist procurement
- Participate in training and education initiatives to assist both personal development and key messages for customers, ensuring they are able to benefit from system and procurement developments

Essential skills
- In depth procurement experience and knowledge
- Knowledge of OJEU/ EU procurement legislation
- Degree or equivalent experience
- Relationship management skills
- Change management skills
- Team working, communication and interpersonal skills
- Great organisation and time management skills with the ability to plan and prioritise workload and deal with various issues concurrently
- Strategic thinking who can translate strategy into implementation and retain focus
- Use own Initiative with enthusiastic and positive attitude
