Job Description

Purpose of the Job

To undertake a procurement support role within the Corporate Procurement Unit and contribute to delivery of effective and efficient procurement practice. The post will form part of a category team responsible for satisfying the supply, service and works needs of our client. This is primarily achieved by conducting tenders and establishing procurement contracts.

Principal Accountabilities/Key Tasks

Contract Tendering
" Undertake and complete a full contract tendering exercise for low/medium risk contracts;
" Assist Category Managers and Procurement Specialists with contract tendering exercises for high risk contracts;
" Ensure that tenders are managed professionally, by following the agreed Corporate Procurement Strategy objectives whilst complying with all legislative requirements and the council's governance rules;
" Undertake contract and supplier management for low/medium risk contracts;
" Assist Category Managers and Procurement Specialists with contract and supplier management process for high risk contracts;
" Provide general administrative support to Category Managers and Procurement Specialists during contract tendering exercises.


Customer Service
" Assist with the promotion of the work and objectives of the Corporate Procurement Unit by assisting with training and presentations to both internal and external stakeholders;
" Assist with responses to supplier and customer queries;
" Assist with customer and supplier feedback processes and surveys;
" Provide general administrative advice about all aspects of procurement in line with the Council's Standing Orders, Scottish and European Procurement Regulations;
" Develop and maintain good working arrangements with colleagues and Services, to ensure the operational effectiveness of the service provided by the Corporate Procurement Unit.

Qualifications, Skills, Knowledge
Essential

" A basic understanding of all applicable Scottish, UK and EU procurement legislation;
" Experience within a local government procurement environment, (or a similar regulated function within the public sector);
" Good problem solving and analytical skills;
" Good written and oral communication skills, with the ability to produce accurate reports and act as an internal and external 'ambassador' for the Corporate Procurement Unit;
" The ability to prioritise own workload, manage and complete tasks within tight timescales;
" Good team working skills and the ability to build good working relationships with colleagues and other internal and external stakeholders;
" Good IT skills, including Excel spreadsheets, Word documents, PowerPoint and MS Outlook;
" Ethical working practices and an appreciation of the importance of confidentiality in relation to contract tendering work;
" Standard Grades 3/4 in English and Maths or have skills, experience and training to an equivalent standard;
" Ability to work on their own initiative with minimum supervision.
" Willingness to work towards the Chartered Institute of Purchasing and Supply (CIPS) qualification.
" Work experience in administration;
