The NHS work around EU Exit, Emergency Preparedness Resilience and Response (EPRR) and Urgent and Emergency Care (UEC) has highlighted a need to ensure we have sufficient staff across the organisation trained and able to assist with response to incidents within each area of the business.
Incident Coordination Centre environments
An ICC can be pressurised but is also very rewarding in terms of opportunities to apply skills in a unique environment, using initiative to respond to unprecedented situations and work as part of a highly collaborative team.
Incident Coordination Centres (ICC) operate a defined staffing structure from a specific location with fixed hours of operation.
Individuals are required to undertake roles defined by EPRR incident response or operational command and control scenarios.
Incident response model teams include:
" Business support and administrative roles to maintain "single point of contact" protocols; record events; log actions and decisions and support those leading a response to incidents.
" Analytical roles to support intelligence gathering, analysis and situation reporting.
" Communication roles to draft briefings and manage communications.
" Senior management roles to lead the response phase including incident and task managers.
" Expertise in NHS operations; procurement, supplies & logistics via national & operational teams.
Roles & person specification
" Attributes that would be advantageous but not essential in fulfilling these roles include:
" Ability to work at significant pace, in a high-pressure environment
" Attention to detail and accuracy
" Willingness to develop rapid understanding of NHS structures
" Ability to work at pace in an incident response environment
" Commitment to work as part of a team and understanding team dynamics
Operations support
Operational support staff (various grades) provide assistance to the incident as directed by the Incident Room Manager and Duty Operations Director.
Responsibilities include:
" Providing general support within the Incident Management Team
" Undertaking tasks as required by the Incident Room Manager/DOD
" Assisting in the production of information including briefings, rolling brief and situation reports
" Assisting with general administrative tasks, as required
" Acting as the point of contact for incoming telephone calls, email and other communications into the Incident Management Team.
" Working closely with the Incident Room Manager to ensure that messages are direct to the appropriate recipient(s).
This is an excellent opportunity to be trained to work as part of a team responding to high profile national incidents and will create opportunities to develop and learn new skills. The training you will receive will equip you with the skills required to work on other future operational incidents and issues.
Working in the ICC is also an excellent opportunity for colleagues to develop highly transferrable operation resilience and leadership skills. These skills align well to frontline operational NHS health and care system roles and will be valuable for individuals wanting to move into local NHS roles in the future as well as helping to inform existing policy and commissioning roles nationally.
Working Times
Teams are likely to operate in shifts covering extended hours over 7 days during peak periods of disruption. Flexible shift working and some unsocial hours are likely to be required for incidents to cover any operating hours (core hours are 0730-2000 M-F, 0800-1800 weekends/BH) and senior team members may be expected to do on call. Hours of operation may change in line with national incident levels but staff will be given sufficient notice.
