JOB TITLE: Technical Support Officer
DIRECTORATE: Environment
UNIT: Environmental Health & Licensing
GRADE: 10
RESPONSIBLE TO: Senior Licensing Officer
RESPONSIBLE FOR: No-one
MAIN PURPOSE OF JOB:
Working within the Technical Support Team this post will provide technical, practical and administrative support to the council`s Licensing team. Routine activities include processing new licence applications and renewals, dealing with licensing enquiries, assisting in investigations and vehicle inspections.
This role is customer-facing by telephone, face-to-face and in correspondence.
MAIN DUTIES:
" The post holder will deal with initial enquiries on a range of Environmental Health matters, including requests for services and also complaints from members of the public.
" To provide administrative and technical support in regard to Taxi (Hackney & Private Hire), Licensing Act 2003, Gambling Act 2005 and other miscellaneous licensing functions administered by the Council. To record and process all applications, renewals, variations and process all comments, representations and complaints etc.
" To check and examine confidential documentation including driving, criminal and medical records and deal efficiently with documentation regarding sensitive safeguarding cases involving children and vulnerable adults liaising with other agencies and departments where appropriate.
" To carry out appropriate filing, copying, scanning, data input and maintain appropriate public registers. Produce a variety of documents including letters, licenses, returns and reports.
" To prepare all licences under the licensing functions administered by the council and make up the taxi plates ready to issue.
" To assist in dealing with written, telephone, face-to-face, public and business enquiries and complaints, liaising with licence holders, applicants and statutory bodies to provide technical advice on licensing requirements and the licensing process.
" To will provide advice and guidance on routine regulatory matters and related issues to members of the public and others referring more complex matters to more senior staff for resolution.
" There will be liaison with external agencies, private sector clients and any public sector organisations working in partnership with Hertsmere Borough Council.
" Taking payments for chargeable services, invoicing and other financial related duties.
" Participation in Corporate Emergency Planning duties.
General understanding of licensing and/or enforcement procedures and knowledge of LA03, GA05, Taxi licensing REQUIRED
